The program philosophy is centered around the normalization principle, which, simply stated, means that each individual has the right to enjoy the opportunity for an existence as close as possible to the patterns and norms of the mainstream of society.   The objective of the program is to offer whatever assistance is required to enable individuals to achieve their fullest potential and to become as independent and economically self-sufficient in the community as is feasible.
